To summarize no other software settings are causing this problem but Norton itself takes the 15 overlays limit without any consideration. ShellIconOverlayIdentifiers key has nothing to do with Norton settings, this key belongs to Windows and Norton invades this key by placing its own entries that are taking place even if I do not use Norton's backup. I do not need Norton overlays, I need others to function properly. This is an incorrect statement. ShellIconOverlayIdentifiers registry key is limited to 15 entries only and totally messes up other icons overlay. "Norton's settings being disabled WILL NOT cause system overlay issues".
